... March 15-19 2010 is National flood safety awareness week...
it floods somewhere in the United States or its territories
nearly every day of the year. On average... floods kill nearly 100
people and are responsible for damages of nearly 7 billion dollars
annually. The goal of flood safety awareness week is to educate
the public of The Hazards of floods and flash floods to reduce the
loss of life and property.
The National Weather Service provides flash flood warnings in
addition to river flood forecasts and warnings. This process
involves cooperation with many partners including the U.S.
Geological survey... the U.S. Army corps of engineers... the emergency
management community... local media outlets... the Oklahoma and
Arkansas floodplain managers associations... various river
authorities... and the private sector.

Turn around... dont drown:
turn around dont drown is an effort to increase awareness of the dangers
of driving through flooded roads or walking in flooded areas. Too many
people die due to misjudging the power of moving water or their
ability to navigate flooded areas. Flooding can happen rapidly due
to isolated thunderstorm rains or slowly due to rainfall events
that impact a large area.
It only takes six inches of water for a vehicle to lose contact with
the Road surface and most vehicles can be swept away in as little as
18 to 24 inches of water. Sadly... many deaths could have been
prevented by simply turning around. A canceled... delayed or
rerouted trip is Worth the time and effort. Flooded roads may be
temporarily blocked by a barrier... do not drive around these
barriers. Flooded roads may have hidden dangers... such as washed out
Road beds or underwater obstructions.
Several communities in eastern Oklahoma have installed turn around
dont drown signs along flood prone roads. For additional information

Floods... droughts... and other related phenomena:
floods occur nationwide and are the deadliest weather related killer
in the United States. Droughts can also create costly impacts to the
country. Flooding can be caused by a variety of weather hazards
including tropical cyclones... low pressure
systems... thunderstorms... snowmelt... and debris flows. The impacts
from flooding can range from river flooding... to Urban and Small
Stream flooding... to flash flooding. All flooding can be
life-threatening... so you need to keep informed of developing flood
situations and be prepared to take quick action to avoid danger.
A Flood Watch or Flash Flood Watch means that conditions are
favorable for flooding.
A Flood Warning or Flash Flood Warning means flooding is occurring
or imminent.
Determining flood risk and choosing flood insurance:
flood losses are not typically covered in homeowner insurance
policies. However... flood insurance is available to property owners
in communities participating in the fema National flood insurance
program. Over a typical 30-year home mortgage... floods are nearly
three times more likely to occur than fire... yet few people have
flood insurance. To buy flood insurance... contact an insurance agent
in your area.
The fema floodsmart Campaign promotes the idea that all americans
should know their flood risk and choose the appropriate flood

The real low clouds have almost gone away. The exception is a kfyv which is near IFR. Expect those clouds to lift this morning as well. The left over SC should thin and dissipate as the day GOES on. Suppose there is some chance low clouds could form again tonight but did not think it was good enough to mention. && Previous discussion... /issued 319 am CDT Monday Mar 15 2010/ Discussion... vigorous upper low currently moving into western Arizona will continue pushing southeast today into Tuesday. Low track will likely keep precipitation south and west of area through the period. High clouds however will likely begin to spread into region today into tonight. Low cloud deck currently over much of eastern Oklahoma/northwest Arkansas is expected to thin/shift southwest during the day with partly cloudy skies this afternoon. Relatively benign weather will continue for much of the work week with seasonable temperatures.
