Public Information Statement
Statement as of 10:10 am CDT on March 16, 2010
... 2010 National flood safety awareness week...
... Today is the second day of National flood safety awareness week
2010...
Your National Weather Service office at New Orleans/Baton Rouge
Louisiana is Happy to have your participation in the annual National
flood safety awareness week... which will continue through March
19... 2010.
The theme today... March 16... is turn around... don't drown... or
T a d d. T a d d is an effort to increase awareness of the dangers
of driving over flooded roads or walking in flooded areas. Too many
people die when they misjudge the power of moving water or
overestimate their ability to navigate through flooded areas.
Due to the relatively flat terrain over much of southeast Louisiana
and south Mississippi... water often pools rapidly over low-lying
areas. Flooding can develop very quickly in thunderstorms and great
volumes of water can be released rapidly when breaches develop in
levees or dams. Water often rises rapidly in continuous... heavy
tropical rains. During widespread rainfall events over large
areas... flooding will usually develop slower but the floods will be
more extensive.
It only takes six inches of water for a vehicle to lose contact with
the Road surface. Most vehicles can be swept away in 18 to 24 inches
of water. Each year... more deaths occur due to flooding than from
any other severe weather related hazard. Sadly... many deaths might
have been prevented had the driver simply turned around or if a
pedestrian had paid attention to rising waters. A canceled...
delayed... or rerouted trip is Worth the time and effort.
To increase your flood safety...
Get to or stay on higher ground. Avoid low spots in the Road or
otherwise.
Turn around... don't drown. Cancel... delay... or reroute a trip if the
Route is over flooded roadways.
Flooded roads may have hidden dangers... such as missing bridges...
washed-out roadbeds... or underwater obstructions.
Do not drive around Road barriers. Pay attention to Road signs that
might signal a low water crossing or other flood hazard.
Keep children away from flooded areas or areas of fast-moving water.
Do not allow children to play near culverts... drains... or ditches.
Don't Camp near the river if there is a flash flood threat. In hilly
areas... a thunderstorm upstream can cause a rapid rise in the water
levels downstream.
Flooding can happen at night when it is harder to recognize flood
dangers. Travel familiar roads that are not prone to flooding when
possible.
Turn around... don't drown is a joint effort between the National
Weather Service and federal Alliance for safe homes.

NWS Forecaster Discussion
668 fxus63 kpah 161858 afdpah Area forecast discussion National Weather Service Paducah Kentucky 157 PM CDT Tuesday Mar 16 2010 Discussion... quiet weather pattern to continue for the rest of the week. Tonight into Wednesday...upper low still expected to drop southward across western Missouri. However...with no low level support and very limited overall moisture...will see only very small probability of precipitation Wednesday over southeast MO. Main effect of the low will likely be to limit sun and keep temperatures down near 50...especially west of the MS river. NE areas like southeast Illinois/SW in/northwest Kentucky may see more sun...and perhaps afternoon temperatures in the upper 50s to near 60. In the wake of this system...Thursday and Friday...an upper level ridge pumps up across the Ohio River valley and will allow more in the way of warmer afternoon temperatures and sunshine. May see some locations flirt with 70 degrees Friday as winds turn more southerly. The main challenge in the extended will be timing for the weekend cold front passage. There still remains a great deal of uncertainty among the models in both the 00z and 12z Tuesday model runs. However as stated yesterday did think we would have to slow the onset of this system some...starting with the 12z Monday European model (ecmwf) run that arrived Monday afternoon. This hypothesis has gained support with the European model (ecmwf) coming more into line with the slower GFS deterministic runs. The GFS ensemble just as the operational runs show better continuity with successive runs. Although the exact path of the upper low still remains uncertain... think the overall picture is becoming clear that this will be a weekend event. Also did continue with chance of thunder. However unless we can increase dew points from current trends do not expect severe weather at this time. However will monitor as collaboration has yielded the thought that higher dew points may advect into the area ahead of this system. With the later arrival have of course increased temperatures for Friday into Sat time frame and brought dew points into the 40s ahead of front. && Aviation... expect 3 kft to 40 kft ceilings to persist through much of the taf period...with light northerly winds. && Pah watches/warnings/advisories... Kentucky...none. MO...none. Illinois...none. In...none. && $$ Meffert/kh
