Aviation... 
departing low pressure and approaching high will lead to improving 
conditions...as an remaining clouds scatter...and then clear this 
evening. Also...with weakening gradient...winds will become light 
tonight...though with return flow on Sat winds will back and become 
gusty...especially in nodak. 


&& 


Hydrology... 
mild temperatures during the day and cool nights will temper 
additional melt water into the river system for tonight and 
Saturday. Higher temperatures are forecast for Sunday. Cooler Monday 
but temperatures will be above normal. Overnight lows will be coolest 
tonight then rise through Monday morning but will remain below 
freezing through Monday morning. 


Light rain is forecast over the northern Red River valley on Monday. 
Light rain or snow is expected Monday night in the north. Light rain 
or snow will occur Tuesday and Tuesday night mainly in the northern 
Red River valley and rain in the southern valley. Little impact is 
expected with respect to precipitation on the rivers. 


No major ice issues heard of this evening. Flash Flood Warning was 
issued for Manvel area on The Turtle river with earlier reports of 
significant river rises. Lisbon...Enderlin and Oslo gages appear to 
be ice affected. Hallock gage was reading about 2 feet too high. 


Neche on the Pembina river was rising to about a foot below flood 
stage. Neche forecast to remain below flood stage. 


The Absaraka dam on Swan Creek upstream of Casselton has stabilized. 
The National guard is no longer monitoring the dam. Inflows into the 
dam have decreased significantly due to the colder weather today. 


West Fargo...Harwood...Hendrum...Shelly and Climax will continue to 
be backwater affected from the main Stem Red River. Hillsboro 
appears to be near crest and remains below major flood stage. Many 
Minnesota tributaries near the Red River are forecast to hold steady or 
fall. Minnesota sites forecast to rise near the Red River will be those 
affected by backwater.
